APS is credited with the arrest of hundreds of felony fugitives from justice every year. APS headquarters is located in Ashtabula, Ohio, however agents will travel anywhere in the world in pursuit of wanted persons.
The agency contracts for several Ashtabula based bail bond companies, and performs extradition duties for multiple counties in OH. When someone is released from custody by obtaining a surety bond, they are required to make all of their court appearances. When a defendant fails to appear before THE COURT, the bail bond agent, company or Court authorizes APS to locate, apprehend, and deliver the defendant to the custody of the Jail where they are currently facing charges. In many cases, this requires agents of APS to cross state lines, and even travel outside of the United States to bring a fugitive to justice.
Because APS is a “non-sworn” entity, agents are given more authority than law enforcement officers when entering a premises WITHOUT A WARRANT. APS has established a positive relationship with law enforcement in the state of Ohio, and works alongside police officers, investigators, and several task force units when conducting investigations. APS operates within the designated guidelines and laws governing the capture of wanted persons, and IS NOT in partnership with ANY other independent fugitive recovery agencies in Ohio.
